Service Providers

The HRA VEBA Board of Trustees has assembled a team of service providers with extensive experience who are leaders in their respective fields.

Gallagher manages the HRA VEBA Plan’s Customer Care Center in Spokane. In addition, Gallagher’s field team provides onsite and virtual service to employers. This includes compliance support, plan adoption/renewal assistance, group presentations, webinars, etc. Gallagher also provides specialized consulting services to the HRA VEBA Board of Trustees and coordinates all HRA VEBA Trust activities, including services provided by other third-party vendors.

OneBridge Benefits built and maintains the HRA system software and platform used by the HRA VEBA Plan. OneBridge also handles daily claims processing, administration, recordkeeping, and outbound mail fulfillment. OneBridge specializes in HRA and flexible spending account (FSA) administration.

Hyas Group, a business of Morgan Stanley, is an independent investment consulting firm. The firm assists the HRA VEBA Board of Trustees with the selection, review, and monitoring of the custom pre-mixed asset allocation portfolios and individual investment fund options for participants.

Russell Greenblatt, of the law firm Katten Muchin Rosenman LLP, is a nationally-recognized attorney in the employee benefits field of VEBAs and HRAs. Before joining Katten in 1980, Mr. Greenblatt served as an Attorney Advisor with the Employee Plans and Exempt Organizations Division of the Office of Chief Counsel to the IRS (Washington, D.C.). During this time he was the principal author of the IRS regulations on VEBAs. Mr. Greenblatt’s experience brings employers and participants the highest level of legal expertise to ensure the HRA VEBA Trust and Plan comply with complex federal tax regulations.
